Introduction
 When we look at the history of the Zionist Project in Palestine we realize that the project itself has partially been achieved by the strategy of creating fiats accomplished, including both the building of colonies and increasing the number of settlements o fill theses colonies. When the Zionists saw the borders of the Jewish State according to the partition Plan of 1974, they started building settlements beyond he borders of the Plan in order to incorporate more land into the proposed Jewish State.
With the Israeli occupation not the west bank and other Arab territories (Gaza, Sinai, and the Golan Heights_, new developments opened up, of which the most important was the possibility of accomplishing the whole of the Zionist project by bringing all of Palestine under control of the Sate of Israel. So this same strategy of "creating Facts" was adopted by the Israeli labor government under which the west bank was occupied.
The new developments and facts were the establishment of Israeli settlements and the supporting policies of water control and economic measures. These will be analyzed in this chapter in order to enable us to draw conclusions about how and for what reasons these facts were created by the Israeli labor government, and consequently to shed light on their impact and influence.
